Personality:
Baxter is a narcissist through and through, and will not hesitate to brag about the skills, intelligence and ambition he has. While his ego tends to distract and even cause him to be short sighted, there is no denying he is in fact quite brilliant. He's immensely intelligent and can quite literally use said intelligence to get anything he wants, which is due in part to being immensely manipulative and charismatic also. He's also immensely spiteful, vengeful and petty, which causes him to distrust many people and even harm them if he feels they are beneath him or do not respect him. He is quite selfish and demanding, doing whatever it takes to get what he wants. However, underneath all the ego and self-centeredness lies a noble, kind, compassionate side. He's quite reasonable, thoughtful and genuinely does his best to get the job done which makes him a undeniably hard and dedicated worker. He's also immensely patient, creative, cunning and quick-witted, which makes him not so impulsive or brash.
History:
Baxter was born and raised by his single mother Octavia Stockman, who would always encourage his creative mind and push him to great expectations. Baxter adored the ground his mother walked on and the two were immensely close despite the fact Octavia worked herself to the bone with multiple jobs to get by for herself and baxter. One day though, her body started to get incredibly sick thanks to lack of financial assistance to get the healthcare she needed. As well as the constant working pushed her body to the absolute limit. From both exhaustion and lack of health, she passed away when Baxter was thirteen. He was taken in by a family friend and Baxter vowed to make his mother proud. At sixteen he graduated high school, much faster than his peers, and by eighteen he graduated community college earning a science and health scholarship. He went to multiple colleges, getting multiple degrees which got him a PHD. He invented many inventions that benefited the community as well as educate the future of technology, earning him a nobel peace prize by the time he was twenty five.
However, the fame and praise instantly got to his head and he began to think of himself as better than that. He became immensely greedy, using his inventions to steal and scam to get money. Then one day, he made a deal that would change his life forever, he met Oroku Saki and became allies with him. In exchange for money, he would invent a device to destroy the city whenever saki wished. Saki tended to irritate him thanks to acting like a loan shark to him so he pushed for a device called the Mousers. Under the guise of handling the city's rat problem, he used these devices to rob banks. He was discovered by April O'Neil, a assistant of his, and fearing she'd tell the police used the mousers to kill her. She survived and confronted him along with mutant turtles who were angry his mousers destroyed their home. He escaped them only to be hunted by hun, who took him to saki. Admitting to failure, saki angrily punished him by taking his eye. Which resulted in a spiral downwards as baxter's employment with saki got longer. Any time baxter failed, he lost a body part, or even multiple body parts. When he lost his legs and arm, that was when baxter snapped and vowed revenge. After sending fake evidence of the turtles dying in a fire Saki aka shredder caused, he was rewarded by having the utrom uniform at his disposal. He used the uniform to make a ultimate body suit to destroy shredder and all his enemies.
He finished the suit and interrupted a severe battle between the alive turtles and shredder, getting chewed out for his lies. Baxter though wasn't concerned and admitted he was going to use the suit to kill shredder, the turtles and anyone else who dared to defy him. Because of his ego and bragging though, he was defeated by Donatello who learned how his suit managed to work by baxter admitting he had a power source for each part in the suit to prevent being instantly defeated. He crashed and was left with only a head thanks to shredder. He then once again worked for shredder only to backstab him the minute he was free. But he was captured time and time again to work for shredder, until he made a alliance with Agent Bishop who also wanted to take down saki for his own reasons. He allianced himself with bishop and worked for him ever since, finding him to be a much better boss than saki.
One day though word had spread people were going missing in new York city without any explaination. Bishop demanded baxter look into it, so he did. Only for baxter to end up here in Chicago in a whole new world, but he refused to join with the turtles still viewing them as enemies. But he absolutely refused to join ATG's army thanks to shredder being there and if there was one thing he hated more than the turtles: It was shredder. He also didn't find himself interested in listening to a magician, so he agreed to join this army instead.

Enemies: Shredder, Karai, Hun, April O'Neil, Casey Jones, Leonardo, Donatello, Raphael, Michelangelo, Splinter, Critic's army, ATG and Facilier Army
