Why did you pick him/her?: a villain from the past for jessica & roger to face; fun character. it's Christopher lloyd!

Personality:
Von Rotten: Originally he was just an actor playing villains but after a bonk on the head he believed he was a villain. his voice has a high pitch like he's on helium. He's more sinister and deadly. His plans are irrational being a toon so it wouldn't make sense to regular people. He's a deraanged and sadistic wanting to cause mayhem and chaos where he can. He killed Eddie's brother and bragged about it showing he has no remorse for his actions.
Doom's: He's more reserved trying to not give himself away. He believes no one is above the law not even Toons. He created Dip to kill toons to make them pay for their crimes and demonstrated by killing a toon Shoe in front of witnesses including Eddie.
History:
Baron Von Rotten was once an actor in Toon Town playing villain roles in various movies and shorts. But after a bump on the head he believed he was a villain. He went on a crime spree robbing a bank. The Valiant brothers tried to stop him. He escaped but not before dropping a Piano one of the brothers hea d killing him. Eddie escaped but was unable to catch Von Rotten.
Baron Voin Rotten used the money to reinvent himself as Judge Doom, a human disguise he created. Using the stolen money from the bank to fund his disguise and to buy up Toon Town, the Red Car and several other business in town. He planned to destroy Toon Town and put a freeway there. By killing Maroon and Acme the will vanishing his plans were succeeding.
Delores, Eddie Valiant, Jessica, Roger, and Benny the Cab teamed up and despite some near misses, they were able to eventually stop Doom. But not be for he revealed he killed Eddie's brother and was once Von Rotten. He was flattened with a steamroller but came to life revealing he was a toon. He was killed by dip as he screamed he was melting and died. Eddie had got Doom's weasel henchmen to laugh themselves to death getting them out of the way earlier. Eddie flooded the dip into the sewers and freed the Rabbit couple. Toons and police arrived as the story was wrapped up. Roger found out a love letter he'd wrotten t Jessica was Acme's will giving Toon Town to the toons so no one could do this again.
Doom woke up in another world at a strange circus. After learing jessica and roger were here he agreed to join wanting his revenge and to help cause some problems for both armies along the way.

Enemies: Jessica Rabbit; Roger Rabbit; Eddie Valiant; Delores; Teddy Valiant (deceased); toons; other armies.
