Where is this character from? Scooby Doo And The Cyber Chase
Why did you pick him/her?: phantom virus needs his father and the army could use another scientist. and he's a fun scooby doo villain.

Personality: He's a baseball fanatic but he also enjoys science. He created a baseball computer game in college being there 2 years longer than Eric. He grew jealous when Professor Kaufman chose Eric's project instead of his. So Eric created the Phantom Virus and used it to sabotage Eric's game and later beam the gang into Cyber space to get rid of them. He is hesitant around the Phantom Virus while it was his creation he has a slight fear of what The Phantom Virus is capable of.
History:
He had a relatively normal childhood at first. He grew up watching baseball with his father which bonded them. He was smart growing up and his skills helped him create baseball plays to help his school team win. He wasn't able to join it but the team was appreciate of his plays and considered him one of the team. He later made a computer game in college so he could play the game he loved even though he couldn't do it in real life. He worked with Professor Kaufman for two years while desigin his game. Then Eric joined him and began working on his own game and a laser project that beamed things to and from cyberspace including video games. When a Phantom Virus appeared in the lab one day it attacked eric and Professor Kaufaman and appeared to have come from Eric's computer game. They shut the game down and worked on trying to return the virus into Cyberspace. Fred, Daphne, Velma, Shaggy and Scooby showed up and tricked the virus into the room but were accidentally beamed into the game with the Phantom Virus.
Bill, Eric, Professor Kaufman and Officer Wembly were forced to watch Scooby and the others go through all the levels fighting the Phantom Virus and the game's various villains. Eventually they even teamed up with cyber versions of themselves. They eventually made it out after deleting the phantom virus and revealed Bill was the culprit. After a failed escape Officer Wembly arrested hhim and later turned him over to local authorities. Bill was awaiting trial when he ended up in another world. He was glad for his freedom and reluctantly joined Ask That Guy's Army not wanting to return this world and end up in jail again.
