This isn't actually related to The Entertaining Multiverse - it's the set-up to a role playing site I have an idea for, in which the villains are oppressed by the heroes and must try to uncover their corruption.

The Truth Beneath the Rose
"What do you mean, there's nothing that can be done?"
"Just what I said." Jasmine folded her arms across her chest, smirking at the expressions on Maleficent and Jafar's faces. "Just what I said the last time you asked me. Narissa's a big girl, you know. I'm sure she can take care of herself."
"It's been over a month," Maleficent protested, though she knew it would do no good. "No one's seen Narissa since Halloween, and the newspaper –"
"As long as she stays out of Andalasia, that's not my problem. She's an adult, and adults have the right to –"
"What do you know of rights?" Jafar snarled. Ignoring Maleficent's warning look, he stepped forward until he and Jasmine were just inches apart, glaring fiercely at her. The height difference meant that Jasmine had to stand on her tiptoes to return the venomous look. "Just what is it you know about rights save for taking them away, princess? Or should I say tyrant now?"
"You're calling me a tyrant?" Jasmine sneered. "Someone's forgotten their fifteen minutes of shame. Losing your memory in your old age, Jafar?"
"I would be ten times the ruler you and your pathetic council are!"
"You mean you don't like the way I run Toontown?" Jasmine put a hand to her heart as though offended, though her eyes were cold. "You should have thought of that before you tried to take over my kingdom. And put a curse on a baby," she added, turning her head to glare at Maleficent before gesturing to the guards stationed at the door. "Take them away, please. They're wasting my time."
"You impudent –!"
"We can see ourselves out, thank you," Maleficent cut in quickly, grabbing the back of Jafar's cape and half-leading, half-dragging him to the door. "Sincerest apologies for wasting your time, princess."
The sarcasm didn't go unnoticed, but Jasmine allowed them to leave anyhow.
"Why did you do that?" Jafar demanded when they were safely out of City Hall.
"Learn to control your temper, you fool!" Maleficent snapped back. "Do you want to get Dipped?"
Fairy and sorcerer shuddered involuntarily. It was a well-known fact that the only permanent way to kill a toon made with Disney magic was to Dip them, and the new law of the land permitted it to be used if the Royals deemed it necessary. No toons had been Dipped thus far, but with the way things were going, Maleficent didn't doubt that it wouldn't be long. Calmer now, she took a breath and tried again.
"I realize it's… difficult, to say the least, having to obey her; I'd give most anything to turn her to ash myself. However, we must be careful to keep ourselves in check. At best, we'll be arrested, and at worst…"
She trailed off and set off in the direction of the McShiver mansion, the villains' home. Villains were permitted from owning, operating, or riding motor vehicles, leaving walking as their only mode of transportation. Jafar followed a few paces behind.
"Apologies, Maleficent," he muttered when the old mansion was in sight. She nodded curtly.
"Understandable." She paused and turned to face him. "We've already lost Narissa, Jafar. I can't let you be lost as well. Besides, your sister would Dip me herself if I allowed something to happen to you."
Jafar allowed himself a brief chuckle before sobering up and inquiring, "What do you propose we do?"
"It's obvious that something's going on among the Royals." A familiar grin had crossed Maleficent's face. The grin of a plotting villain. "If they won't tell, then we'll just have to figure it out for ourselves."
