Where is this character from? Ultima 6; Spoony's Ultima 6 Review.
Why did you pick him/her?: he's fun villain to play and to have more villains from Spoony's show as it's mostly Critic & Linkara's shows and the anniversaries.

History:
He showed up in Spoony's Ultima 6 review interrupting his review several times as he was a character from that game. He had a dark sense of humor and enjoyed torturing Spoony with his jokes and toys. But eventually Sponoy had enough and hurt him with a ray from Burton. Chuckles fled injured and in pain.
He was found by the Gatecleaner who gave him a yellow lantern ring wanting him to help him in his plans. BUt when the Gateclaner never came back for him he went off on his own to train his powers in secret plotting revenge against Spoony. Having mastered the powers he learns of a war and heads off to join Ask That Guy's side thinking he could be useful to the army with his yellow lantern ring.

Plans: try to befriend Black Lantern Spoony; get revenge on Spoony.
